India is a regional power with a vibrant economy and yet even Bangladesh doesn't show any respect; knowing this we are doing one way handshake without putting any diplomatic pressure.

The head line is " Terror is international crisis: Pranab" - YES but those countries (like America) who care about their people's lives  are fighting terrorists outside their country by strengthening or tightening  internal  security and  [1] slide below to read this PRESS RELEASE  (CAIR Asks DHS to Explain 2004 'Profiling' of Muslims New data shows some 2,000 immigrants from Muslim nations were singled out for questioning)

As far as UPA rule is concerned, neither there is any sign of strengthening internal security  nor flexing muscle against hostile & jealous neighbors. There are about 3 crore illegal Bangladeshis in India and there is no defined policy to send them back. We have our own labor and un-employment problems and they are coming here illegally to work.

America's preemptive 'War on terror'  has taken away the laxury of hostile neighbos; be it hostile Pakistan for Afganistan war on terror or hostile Syria for Iraq War on terror.

There is a UN resolution to attack such countries if you have the power. If a neighbour is not doing enough, try diplomacy, then take to UN and create international opinion, talkto NATO and finally attack the terrorist camps.

Our Pranab Mukharjee has the list , which he handled over to Bangladeshi PM and sitting idle.

Now, It is also not able to witstand the Muslim's obstruction of justice by pressure tactics.

Q) Are Bangladesh-based groups with Pakistani linkages behind the Guwahati serial blasts? Is Pakistan using Bangladeshi territory to launch terror attacks on India?

A) We have had this type of information and we have been sharing it with the Pakistani authorities. Umpteen times, we have brought to Dhaka's notice the presence of camps and insurgent groups operating from Bangladesh to India. When Khaleda Zia was Prime Minister, I personally mentioned to her the number of places and number of cases (of terrorist activities). But all along, Bangladesh's attitude has been of flat denials. I am not quite sure. But there are reports that certain agencies and elements of Pakistan might be involved with terrorists and insurgent groups that have the tendency of building linkages with terrorist groups operating in other parts of the world. Terrorism has no respect for boundaries.

Q) Have you drawn your Bangladeshi counterpart's attention to the Guwahati blasts?
A) Information is shared on a regular basis through institutional mechanisms such as meetings at the level of foreign and home secretaries.  
      
Q) Amid frequent terrorist attacks, economic slowdown, loss of jobs and chauvinistic, parochial sentiments are at their ugliest. One gets a feeling that there is no government at the Centre or in states.
A) India cannot be insulated from major international crisis in the area of money and finance. Similarly, terrorism and insurgency have a long history in India. I told the UN Secretary General that we are, as a country, the worst sufferers of cross-border terrorism. Unfortunately, various terrorist groups have attacked in a short span of time this year. As for the performance of various state governments, it's substantially due to the body politic that has degenerated. You cannot expect better result if politics is based on caste, religion and communalism. You may blame the government of the day. But if the rot starts from the stem and is manifested at the top, you have to go at the root to have the redress. (The answer is) is secular politics that does not compromise with terrorism. The BJP from the top of the house is shouting for a strong law but one has to be convinced as to how a strong law will help.

Could POTA prevent the attack on Parliament or the J&K Assembly? The point I'm making is that terrorist incidents occurred when there was a strong law and they are occurring when-- as per the allegations of the principal Opposition party--- there is no strong law. But it's not factually correct to say there is no strong law. All the hard elements of POTA or TADA have been incorporated in the regular Indian Penal Code. The fact is that you cannot rule merely by law. There is a famous saying of political philosopher Thomas Hill Green. When he was asked what the basis of State is, he said "Will, not force, is the basis of State." This aspect has to be kept in mind. 
 
Q) But the will isn't coming across very clearly.
A) You shouldn't expect it to come merely from the government of the day. It has to come from the body politic, from the people. The political parties that are coming up today are propagating hatred. What is happening in Maharashtra, Orissa or Karnataka?

Q) How is Vilasrao Deshmukh any different from Naveen Patnaik? One backed the chauvinistic Raj Thackeray and the other the communal Bajrang Dal.  
A) I am not discussing individual parties. The point I'm making is that it becomes difficult to handle the situation if the entire body politic is vitiated.

Q) How can the CM of national party like the Congress be sitting on his hands to let Raj Thackeray's goons hold the State to ransom?
A) I am not going to make any comment (on Vilasrao's conduct). Only the party spokesman can explain it. I am on the symptoms. For instances, the Guwahati blasts were followed by television images of street urchins who were inciting, throwing stone. They could be seen taking out things from the boots of the waiting cars. Who were they?

Q) You mean there was a political force behind the post-blasts mob-frenzy?   
A) I don't know which force. Or who are they?  The investigating agencies will be able to identify them after going through the footage. Perhaps it was in Ganeshpuri or somewhere.

Q) The onus for forging a national response to such threats is primarily on the party in power that in the instant case is the Congress-led UPA.
A) This is over-simplification of the problem. Just a couple of weeks back we had a meeting of the National Integration Council marked by the absence of the Leader of Opposition L K Advani. His party president Rajnath Singh was present and he made a comment that Advani was not invited.

Q) Advani was invited as an eminent person.
A) If he does not come then what can be done. The NIC was held in the context of what is happening. Good words were said (at the meeting). But what's important is the implementation of what is stated.

Q) It's alleged the Congress' political priorities in Maharashtra are coming in the way of tough action against Raj's MNS.
A) The question isn't of tough or soft action. This is not a new phenomenon. The Shiv Sena had declared at the Villa Parle by-election that it did not want Muslim votes. That election was cancelled long before they came to power in Maharashtra. Even after that they were given respectability (by the BJP) by sharing power at the Centre and in the State. If you allow these things to go on, parties based on caste, religion and communities will grow, leaving an adverse effect on the system. Each one of us should remember that when we raise an accusing finger at others, we have two pointing towards us.

Q) The BJP is known for its exclusive politics, but in Maharashtra where the Congress is in power….
A) I am sorry I cannot comment on Maharashtra. You may be obsessed with Maharashtra or Assam. But you did not see this obsession when Christians were burnt alive and nuns were raped in Kandhamal and churches were burnt in Karnataka. Please don't be exclusive in your objectivity.

Q) The same tough questions were asked of Naveen Patnaik.
A) It's not about Patnaik, Vilasrao Deshmukh or Tarun Gogoi. We are talking about the state of play at the national level, the Centre, where the politics of consensus has been destroyed by the BJP from day one. Look at their performance in Parliament. The Ministers accountable to the 14th Lok Sabha were prevented from being introduced in the House. There hasn't been a single session of Parliament that was not disturbed at least for a few days. You cannot destroy one institution after another and yet expect that every thing will go on as usual. 

Q) Even the PM hasn't kept his promise of reverting to Parliament after finalising the nuclear deal with the US.
A) When the PM said it on July 22, after that the voting took place and the trust motion was carried. Before that, the deal was discussed as many as seven times on the floor of the House. The PM was not allowed to read his speech before the vote. You will demand a statement from the PM but not allow him to make it in the House.  

Q) You mean to say the trust vote was good enough.
A) Of course. That was the crucial test. Go through the entire debate and (find out) what it was except the nuclear deal. Are we naïve or are we children? The speeches, whether for or against the motion, were on the nuclear deal. But when the PM was to reply, the minimum, elementary courtesy (of listening to him) was not extended. That is the worst crime they (the BJP) have committed against the parliamentary system. Before raising their accusing finger, they should stand before the mirror and see what they have done to this country.

CAIR Asks DHS to Explain 2004 'Profiling' of Muslims
New data shows some 2,000 immigrants from Muslim nations were singled out for questioning

(WASHINGTON, D.C., 10/31/2008) - A prominent national Islamic civil rights and advocacy group today called on the Department of Homeland Security (DHS) to explain why more than 2,000 immigrants from Muslim-majority nations were singled out for questioning in 2004, despite statements at the time denying the use of religious "profiling."

The Washington-based Council on American-Islamic Relations (CAIR) cited newly-released government data on more than 2,500 foreigners interviewed in the fall of 2004 as possible national security threats. After being questioned about their views on the United States and what was preached in their mosques, none of those interrogated were charged with national security offenses.

In 2004, government officials responded to concerns about the interrogations by saying they were engaged in an effort to disrupt terror plots and rejected accusations of profiling. The new data shows however that "79 percent of the suspects were from Muslim-majority countries."

"Government agencies seeking to partner with American Muslims make that partnership harder to achieve when they appear to engage in racial, ethnic or religious profiling," said CAIR Legislative Director Corey Saylor. "American Muslims support strong and effective law enforcement measures that respect the Constitution and protect the civil and religious rights that we all cherish."

Saylor added that these "disturbing revelations" are of particular concern because of new Justice Department guidelines that may allow religious and ethnic profiling without evidence of wrongdoing on the part of those being investigated.

In July of 2004, CAIR issued a community advisory outlining the rights and responsibilities of individual Muslims who were approached by law enforcement authorities during the round of interviews announced in May of that year by then-Attorney General John Ashcroft and FBI Director Robert Mueller. CAIR said it had received a number of complaints from American Muslims who felt intimidated or coerced by officials seeking interviews and wanted to know more about their legal rights.

CAIR's 2004 community advisory stated: "American Muslims must do their part to ensure the safety and security of our nation. If you are aware of suspicious persons or activities in your community, you should report it immediately to the local Field Office of the FBI."

The advisory also outlined a potential interviewee's legal right to refuse an interview, to have an attorney present during the interview and to request to see any search warrant. It also cautioned interviewees never to lie or provide false information to the FBI.

In September, CAIR released its annual report on the status of American Muslim civil rights. That report, called "Without Fear of Discrimination," outlined 2,652 incidents and experiences of anti-Muslim violence, discrimination and harassment in 2007.

River Linking Scandal – Water Transfer from Least Developed to Highest Developed Basin

 

There is relentless conspiracy for over three decades to rob Bihar and UP of their water resources. First it was Ganga Cauvery link proposed by K.L.Rao and others then Garland Canal Project and for last five years River Linking projects.

 

Water flows in major rivers of four Southern States is 216 BCM (4,5,6 &7) and medium rivers 152 BCM (8, 9 & 18) or 358 BCM. Even after allowing for 50 BCM of water use in upper basins of Godavri and Krishna in Maharashtra & Madhya Pradesh, 308 BCM water is available for four states.

 

308 BCM is 15 times more than all the water available to Punjab but Punjab produces more food than all four southern states put together. This is also 7 times more than available in California Rivers.

 

Instead of efficient and productive use of water in four states it was most lunatic to even think of transferring Ganga waters for South. TN has 15 BCM share in Cauvery, 6 BCM in Pennar and 16 BCM in medium rivers together 39 BCM – equal to water resource of California. TN get very good rains spread over June to February two monsoon seasons.

 

Most strangely in all instances water from less developed basin is envisaged to transfer to more developed basin. Four Southern states have already created seven times more storage than UP and Bihar per million hectares.

 

Kalam and Prabhu foolishly promoted River Linking schemes.

It is Scandalous to draw water from least developed Ganga and Mahanadi river basins to highest developed river basins in Ganga Cauvery Link earlier and Mahanadi – Pennar link.

 

But most importantly Flood protection is more important than power generation or water stored for irrigation. Flood damage in Surat was more than all the benefits of Ukai Dam in 40 years. But without Ukai Dam floods would have caused substantial damage every year. Good flood protection is achieved storages are 30% of the average annual flows for rivers up to 20 maf flows.

Ultimate Irrigation potential from Major & Medium Irrigation in four Southern States Andhra Pradesh, Karnataka, Tamil Nadu and Kerala is 10 million hectares out of 58.465 million hectares for India. These states have 17% ultimate surface irrigation potential of India.

 

UP and Bihar together have 17.3 million hectares ultimate irrigation potential which is 30% of India.

Live storage capacity already created in these four states is 73 billion cubic meter out of 206 BCM. This is 35%.

 

UP and Bihar together have only 17 billion cubic meter live storage capacity which is 8.25%.

[madad-bihar-2008] Bihar Floods : Updates and Needs from the ground

Dear All,
This the update got from Dharmendar ji today morning through phone.

1. On 27th Dharmendar ji , Matt and Russel,  both are teachers from American School of Bombay went to Saharsa block on 26th and on 27th they visted Madhepura, Kumarkhand Block. During their visit they were forced to cross a  2 km strech of river using 3 boats where there was 3 cuts on the road. The current of water flowing was very high and they got stumbled in a place, but fortunately they had a narrow escape. It then took a 3 k.m walk to reach the village. There are no chances of any vehicle reaching the point at all. Earlier the road which was 7ft is now cut and reduced to 3 ft. They then visiten the village Ragonia after walking for 3 more k.m. On the way the local people have built 2 bamboo bridges out of which one of the bridge has a strech of around 500m. The enitre people of one complete village is fully residing on the bank of river. More than 50 houses are lost in the water. They are still sitting on the bank and having a lot of problems. Khevatghama village was also flooded with water on 21st. Still water flowing on the road. When they visited they had to walk on the road till which had water around 1 feet.

2. Berpur, a village located at India Nepal board is com missionary head quarter, its an island like situation where they stayed in between in a house which was surrounded with water. The situation currently there is unimaginable.The houses which are left over after the water got drained in the village didn't have walls with them which was carried away by water. Lisa, another colleague of Matt and Russel too joined with us. The climate is also getting bad day by day with chillness in the air getting increasing and the temperature dipping down.The official headquarter and offices are shifted from there temproarily as there are water which is surrounded in the entire village. The airport which is there is having water till 2.5 ft . Along with water there is also a lot of mud. The entire Aerodrome is with mud upto a height of 0.5 ft. The local people said that there were around 1000 dead bodies which were lying out there on 18th because of the electical failure. It's also said that the dead bodies were cleared from there and thrown in the river flowing in order to avoid problems.

3. We also visited Hanuman Nagar of Basantput. There are a few people who have joined hands with us and they gave two chairs to sit. The chair is 9 inches below the mud. All the houses there are damaged and their belongings and things are kept in open air. They got one thick  tarpaulin sheet from somewhere which is of 12 ft and 15 ft in which they are sleeping right now.  All the things are scattered. All the house have mud above which they have to sleep. The big cemented hourses just has pillars left out and all the other things were drained and now on a state to fall down. So all the people are on the roads without shelter.

Immediate need
- Tarpaulin sheet of flex - maximum as possible.
- To avoid the chillness a winter kit. [with blankets, sweaters etc.,]
-  Need medicines and doctors for immediate health check up.
-  Candles for all the houses.

Rediff Shopping
Hi,
 
After thinking a lot on the Raj Thackarey issue, I had reached to a conclusion that there is no use of burning govt property in Bihar... why are we disturbing the railways and other Govt bodies out here...? We had waited a lot, even tried to ignore him a lot... seems like we need to change our stratezy this time.
 
The basic problem is, we have lack of unity... I still remember, more than 20,000 people returned to Bihar (and UP) the last time, Raj started his drama... Inspite of returning back, even if half of these people (10 thousand) would have decided to to stay back, and reply to Raj... the problem would have been solved at that time itself... I am sure, even central govt would have been forced to think about these 10 thousand people... but it never happened...
 
This time, I have a perfect idea in my mind. There are two criminal cases registered in Jamshedpur court against Raj about attacking Biharis, and Chhath Puja remarks, and right from the local court to Supreme Court, everwhere he has been denied bail. These two cases are giving him sleepless nights, as non-bailable warrants have been issued already.
 
Now, the idea is to file thousands of cases like this from every corner of Bihar... if we can even manage 100-150 such cases, he will be totally focused in saving himself, rather than attacking us... the cases can be for defamation, or attacking us, or for murdering that student, or maybe attacking our cultural and religious values...
 
And, that would mean that if warrants start in any of these cases, he will be forced to be in Bihar jail for long-long time (due to number of cases)...
