Cast,Residential and income--within just two working days throughout Bihar by petitioning under 'Tatkal Service' to begin from January 15.

 The end of current 'Kharmas' (inauspicious month) will bring new facilities for youths applying for government jobs. From coming January 15, they can procure three important certificates-- caste, residential and income-- within just two working days throughout Bihar by petitioning under 'Tatkal Service' to his/ her concerned circle officer (CO) under the Right to Public Service (RTPS) Act.

According to an order issued by general administration department (GAD) here on Friday, the proposed Tatkal service would come into operation from January 15, 2014, just a day after end of the inauspicious Kharmas. Surprisingly, this Tatkal Service will be completely free.

These certificates are of great importance for youths, especially those belonging to reservation categories, because they have to submit them either while applying for job or at the time of interview or joining into services.

Principal Secretary, GAD, Dharmendra Singh Gangwar, in a three-page letter sent to all district magistrates on Friday, asked the district officials to complete all necessary preparations in advance to ensure hassle-free launch of Tatkal service on coming January 15 in all circle offices throughout the state.

"District level nodal officers and IT managers were given training about the new provisions related to Tatkal service and the changes being made in 'Adhikar' software, during the state-level meeting held on December 24. They have also been provided copies of PowerPoint presentations prepared by the Bihar Prashasnik Sudhar Mission for providing training to block level officers in the district. Kindly organise training for related officers/ employees and IT managers in your district as early as possible to ensure smooth launch of Tatkal service," Gangwar wrote to all DMs.

He has also asked the DMs to ensure that all necessary information/ check-list pertaining to Tatkal service are properly displayed at the notice board at each circle and block office in the state.

As per Gangwar's letter, the circle officer of concerned circle will be notified as 'Lok Sewak' under the provisions of RTPS Act to provide the three certificates under the Tatkal service. "The arrangement of issuing caste, residential and income certificates in normal course will continue to run parallel as usual. Similarly, the provision of appeal will also continue as usual," the GAD principal secretary's letter said.

Under the RTPS Act, introduced on August 15, 2011 in Bihar, people are entitled to certain services within a stipulated time frame at government offices. There is a provision under the Act for punitive action against officials who fail to deliver the required services within the stipulated period. " I' m a Woman & I' m on SALE" BIHAR -born auther dedicates debut novel to Nirbhaya.

 

 When Bihar-born assistant professor cum author Mallika Nawal, 31, started working on the first instalment of 'I m a Woman' thriller trilogy and her debut fiction " I'm a Woman & I'm on SALE ' in September 2012, nobody was talking about women's issue then. But, suddenly, Nirbhaya gang rape case occurred on December 16 the same year and the issue of women's safety jolted the entire nation, giving her proper background to present her fiery book on sexual harassment of women to readers.

Dedicated to Nirbhaya and released on the anniversary of Nirbhaya gang rape on December 16, 2013, it drew overwhelming response from the readers, Nawal told TOI. Based on the life of a fictional character Maya, who becomes a victim of sexual harassment at workplace and when she files a complaint against her senior, she is sacked from her job, the thriller unravels her struggle as she fights a legal battle to get her boss punished and get her job back in a dignified manner.

In her fiction, Nawal unveils how the legal process affects the psychology of the victim. When asked being an assistant professor of management studies how she got influenced towards writing a legal thriller, she says the legal thrillers of Geoffrey Archer and her plan to pursue law as a profession enticed her and she wrote the book. "Even though 'I m a Woman & I m on SALE' was more research-intensive, I finished writing the 216-page literary fiction in just a couple of months. In fact, I don't think I was writing the story, the story pretty much wrote itself," she said.

The author of three management books, who is pursuing PhD at IIT Kharagpur, Mallika is grateful to a senior counsel at Supreme Court Jayant Das, who briefed her on the nuances of law, and also to the National Commission for Women, the body which let her delve deep into various cases they came across. About other two installments of her trilogy, she says her second book has the title 'I m a Woman & I m a Nemesis', which deals with the heroin which will make others pay as "I don't want my heroines to be damsels in distress and will deal with darker side of a woman." The third book is titled 'I m a Woman & I m a Phoenix', which deals with how the heroin, after facing all odds, flies high.

Asked about her future plans, the alumna of city's Notre Dame Academy and Patna Women's College, she says lots of research and studies are on cards and after submitting her PhD thesis, she will travel across the globe for research. Also, she is likely to collaborate for research on 'Emotions and the Service Industry' with Saqib Ilyas from Pakistan, a PhD scholar in France. She is presently associated with Xavier Institute of Management, Bhubaneswar, and had earlier taught at S P Jain School of Global Management, Dubai.

Mahabodhi Mahavihara decorated with flowers for the ninth international Tipitaka chanting ceremony in Bodhgaya.

The famous Mahabodhi temple which stands in the centre of the Mahabodhi Temple Complex, has been restored and rebuilt over the centuries. Set among verdant lawns, this giant pyramidal sandstone structure soars to a height of 54 meters and is visible for miles around. The walls are carved with various aspects of Buddhism. The sanctum sanctorum has a colossal golden Buddha.

A chamber at the top houses a figure of Mayadevi, the Buddha's mother. An ancient stone railing surrounds the temple on three sides. The railing dates to 100 BC and is the oldest of the excavated evidence in Bodhgaya. The temple is said to stand at the site of the original 3rd century BC temple built by the Mauryan Emperor, Ashoka. The temple was rebuilt in 7th century AD by the Pala kings of Bengal. Hiuen Tsang, the Chinese scholar pilgrim, refers to having seen it. Destroyed by Muslim invaders in the 12th century,the temple was restored by The Burmese kings in the 14th century, flooded and buried under silt till the 19th century. Excavations around the present temple have revealed foundations of a small vihara called the Prachin Vajrasan Gandhkuti Vihara.
