Subject:          Proposal of additional punishment for major traffic violations in city i.e. Attending Emergency Surgical OPDs and related wards in Hospitals for a certain period, in order to check the dangerous driving tendencies.

Respectfully submitted,

I would like to point out that it has been provided in the Citizens Charter of the Police Department of Chandigarh that the "All citizens in our democratic polity have equal stake in the rule of law". Accordingly I am making a proposal in an attempt to reduce the number of accidents in city and to save precious lives.

These days the people, especially the teens, are speeding their vehicles beyond permissible limits, running stop signs, jumping read lights, wrong side overtaking, using mobile phone while driving and breaking other traffic laws, which are resulting into higher rate of accidents causing irreparable losses to human life. Even road rage is increasing day by day. Everyday the lives are being lost due to accidents and perhaps the accidental deaths are more than the deaths due to crimes.  It has also been observed that the hefty fines are not helping in reducing the number of accidents.  In the teens the fines are not making much impact as it is the parents who feel punishment but not the teens.

In view of the situation mentioned above, it is proposed that the form of punishment be added/amended. In my opinion if the violators are made to spend some time, apart from the fine, in the Emergency Surgical OPDs and related wards in the Hospitals, where they can see the results of the dangerous driving, it might help in changing their tendencies of breaking traffic laws. It should prove to be learning firsthand the devastating consequences their actions can have.

Like internationally we can term it as the Reality Education for Drivers (RED) Program, which is a novel way designed to curb the motor vehicle violations by the young drivers. They should be made to hear first hand from accident victims and the Doctors, attending on them.

In any way, it is not like trying to scare the drivers, but it is like telling them about the horrible impact their careless driving can have on themselves and others. A punishment method should be designed to teach them that those risks can have tremendous and deadly consequences. Once they spend time at the hospital having a look at the accident victims, surely this should have the positive impact on the human minds which will stop them from violating the laws.

The purpose of this type of punishment is to reduce the dangerous driving practices among the public especially the juveniles. This impact can be analyzed through follow-up surveys and the driving-record checks of those offenders, who had undergone such punishment.

The idea to bring this proposal comes from a simple fact that the parliament has done its job by enacting enough traffic laws, the police has been doing all the efforts including talks on safe driving, giving lectures on it, organizing Safety week every year, spreading awareness, penalizing the violators but still it is doubtful whether the purpose of making them safe driver is being achieved or not. Even the latest trial of using the cameras at the light points is not proving very helpful. More over we can not have satellite or cameras every where. This type of punishment will give them an opportunity to see and feel the consequences of risky driving and might help in curbing the tendency of violating the traffic laws. The above mentioned proposed/suggested punishment be awarded in an offence, such as given below:

Dangerous driving/abetment

Dangerous driving – using mobile phone while driving

Driving at beyond permissible limits – over speeding

Drunken driving/abetment

Driver mentally/physically unfit

Disobeying signal of police officer regulating traffic

Violation of mandatory road signs

Violation of automatic traffic control signal – red light

Failure to lower high light beam

Driver/pillion driver without helmet/helmet no fastened/helmet not of BIS standards

Triple riding

Unauthorized use to spot light/search light/dazzling light

Smoking while driving

Driving without seat belt

School buses violating direction of the Hon'ble High Court

Auto rickshaws – overloading, without rear view mirror, passenger with driver

The list is an example of offenses where Hospital Attendance with be useful in reducing the dangerous driving tendencies.

In view of the above, it is requested that the above suggestion/proposal be considered for implementation in Union Territory of Chandigarh.

Arsenic in Bihar and Jharkhand - News published in Pioneer ,30th December,2009

Thousands of people living in over hundreds of villages in different districts of Bihar and Sahebganj district of Jharkhand in India are facing serious threat to their health due to alarmingly high quantity of arsenic present in the underground water.

Bihar is facing one of the gravest natural disasters in the form of arsenic contamination of ground water. In the first detailed study of ground water quality, the Department of Environment and Water Management, AN College, Patna, has already submitted Interim Reports to PHED and UNICEF about the alarming findings on arsenic poisoning cases in the districts of Patna, Bhojpur, Vaishali and Bhagalpur. The study was conducted from April 2004 to May 2006, the study area being confined to 10 kms, wide belt along the Ganga river as per the instructions of PHED and UNICEF.

According to Dr Ashok Ghosh, Principal Investigator of Project Arsenic, Department Of EWM, AN College, these findings are just the tip of the iceberg, as more contaminated aquifers are waiting to be detected in the remaining parts of the State. The water quality testing was done initially by Field Test Kits and then confirmed by AAS or UV Spectrophotometric tests. Epidemiological studies indicate that drinking water having more than permissible arsenic levels of 10 ppb increases the mortality rates as arsenic is a bio-accumulative toxin.

Persons suffering from arsenicosis have not yet responded to known treatment procedures. The high intake of arsenic, along with under nourishment and lack of medical help have worsened the lives of the population in the arsenic affected rural areas. Arsenic can also contaminate standing food crops if it is present in the soil and soil water.

As Bihar plains are highly fertile and its crops are marketed to many distant places, apart from being locally consumed, it becomes imperative to test the levels of arsenic in the food chain too. What is worrisome is that arsenic contaminated ground water tables have abrupt occurrences both over time and space. This explains why a public hand pump in village Ramnagar in Maner tested 30 ppb in the post monsoon period and more than 60 ppb in the month of May. Also arsenic manifestation exists at different levels in different areas.

In north-west Maner, arsenic contaminated hand pumps have a shallow depth between 60 to 80 feet in the diara belt.

In Bhojpur, the depth of contaminated aquifers goes down to 150 feet away from new diara land, while in Vaishali, arsenic is found in the shallow and middle aquifers at an average distance of 5 km away from the river bank. Regular monitoring of drinking water from hand pumps is immediately required as a part of the mitigation strategy. Patna, the first district to be covered, revealed pockets of high arsenic contamination, above the acceptable limit of 10 ppb, in 171 villages in Maner, Danapur, Sampatchak, Barh, Bakhtiarpur, Fatuha, Khusrupur, Phulwari, Mokama, Pandarak and Patna.

1,060 village hand pumps were arsenic contaminated. The highest AAS reading of arsenic level in Government hand pump water is 724 ppb. Sampatchak Block has low contamination levels of below 50 ppb. In Bhojpur, the highest AAS test readings are 1861 ppb and 1,064 ppb in Pandey tola, Barhara Block, a situation far more serious than the one represented by the much-touted village Ojhapatti of Shahpur Block.

Out of the 6,292 hand pumps tested, 47.70 per cent were arsenic contaminated hand pumps. In Barhara, 62.84 per cent in Udwantnagar 59.39 per cent, in Shahpur 40.41 per cent, in Behea 37.17 per cent, in Koilwar, 29.20 per cent, and in Ara 25.88 per cent of Block level hand pumps were arsenic contaminated. In Vaishali, all the blocks covered within 10 km along the Ganga banks, has low level arsenic contamination at present.

In Bhagalpur district most affected areas are Kahalgaon, Pirpainti, Sabaur and Sultanganj. A detailed study has been presented on groundwater metal contents of Sahebgunj district in Jharkhand, with special reference to arsenic. Both tubewell and well waters have been studied separately with greater emphasis on tubewell waters. Groundwater of all the nine blocks of Sahebgunj district have been surveyed for iron, manganese, calcium, magnesium, copper and zinc in addition to arsenic. Groundwater of three blocks of Sahebgunj, namely, Sahebgunj, Rajmahal and Udhawa have been found to be alarmingly contaminated with arsenic present at or above 10 ppb.

Rivers flowing through the coal fields of Jharkhand have been reported to carry arsenic responsible for arsenic poisoning in downstream areas of West Bengal. The coal fields of Bachara and Piprawar areas of Jharkhand have contaminated the waters of the Damodar and its tributary, the Safi. According to author, arsenic contamination arises mainly due to the dumping of waste from the coal mines along the river bed. Coals of the area mentioned contains sufficient amount of arsenic.

Arsenic upto 608 parts per billion (ppb) was detected against the permissible limit of 10 ppb in some villages of Kahalgaon block in Bhagalpur district in 2005. Work was carried out by Dr Sunil Chaudhary of TM Bhagalpur University.

A detailed work was carried out by Dr Ashok Ghosh, Professor-in- charge, department of environment and water management, AN College, Patna, in the arsenic affected areas of Bihar. He found that out of 27,061 hand pumps, 7,218 pumps tested had arsenic contaminated water greater than 10 ppb (26.67 per cent). Highest arsenic value recorded was 1,861 ppb. Study also revealed that 87 per cent of the trivalent arsenic was found in the groundwater of Bihar.

The study by Bihar's Public Health and Engineering Department (PHED) reveals that the average arsenic content in drinking water in the 12 districts is 500 parts per billion (ppb). Patna is among the affected areas.

According to Dr Ghosh, a total of 16 Bihar districts (57 blocks) are affected by high level of arsenic in the groundwater. Worst-affected districts are Bhojpur, Buxar, Vaishali, Bhagalpur, Samstipur, Khagaria, Katihar, Chapra, Munger and Dharbanga.

A very alarming recent finding by the research group is the detection of high arsenic content (more than 50 ppb) in the water of River Jaminia — flowing parallel to River Ganga in Bhagalpur district of Bihar. This river merges with Ganga and water from this river is being supplied to urban Bhagalpur without any treatment, alarmed Dr Ghosh.

Alarmed by the severity of arsenic's impact on human body in these villages, the team also collected samples of hair and nail of affected persons for detail medical examination to ascertain the level of damage, said Principal Investigators Dr Ashok Kumar Ghosh and Nupur Bose of AN College Patna. The findings indicated that a wider area, including the fertile irrigational lands, was under the grip of arsenic.

According to another research report done by Dipanka Chakraborti in Semria Ojha Patti village in the Middle Ganga Plain, Bihar, where tube wells replaced dug wells about 20 years ago, analyses of the arsenic content of 206 tube wells (95 per cent of the total) showed that 56.8 per cent exceeded arsenic concentrations of 50 micro g/L, with 19.9 per cent greater than 300 micro g/L, the concentration predicting overt arsenical skin lesions.

Bihar is India's new miracle economy: Bihar grew by 11.03%, next only to Gujarat

Bihar is India's new miracle economy. In the five-year period between 2004-05 and 2008-09, Bihar's GDP has grown by a stunning 11.03%, way beyond the definition of 7% growth for a ``miracle economy''.

In this period, Bihar - traditionally a laggard state that actually saw a 5.15% negative growth in 2003-04 - is the second fastest growing state, just a shade behind Gujarat's well-publicized growth of 11.05%.

The latest CSO data gives out this dramatic story of Bihar on steroids. This high growth period also coincides with Nitish Kumar taking up the reins as chief minister from Lalu Yadav. It can, therefore, be said that good governance can work miracles for even the most backward of states. Not just Bihar, most of the traditionally backward states, including Orissa, Uttarakhand, Uttar Pradesh, Chhattisgarh and Jharkhand, have done well in this period, indicating a more inclusive growth at an all-India level.

There is no official data on poverty beyond 2004-05. So, the CSO data on the economic growth of the states, highlighting the fact that five of India's most backward states have grown at a rate beyond 7%, provides pointers to some kind of poverty mitigation. Apart from Bihar, the growth rate of the other four are: Uttarakhand 9.31%, Orissa 8.74% and Jharkhand 8.45%. The all-India growth during this period was 8.49%.

पटना। बिहार की राजग सरकार बहुत खुश है। उत्साहित है। वजह, प्रदेश ने विकास दर में राष्ट्रीय औसत को बहुत पीछे छोड़ देश में दूसरा स्थान हासिल किया है। उपमुख्यमंत्री सुशील कुमार मोदी ने कहा कि अब राजद, लोजपा व कांग्रेस नेताओं की आंखें खुल जानी चाहिये। विपक्ष, जनता को गुमराह करना बंद करे।
उन्होंने केंद्रीय सांख्यिकी संगठन की हालिया रिपोर्ट का व्यापक हवाला दिया। बोले-'सूबे की विकास का दावा हम नहीं, बल्कि केंद्र सरकार का अधिकृत संस्थान कर रहा है। उसने बिहार के विकास दर को 11.03 प्रतिशत बताया है, जो अव्वल स्थान हासिल करने वाले गुजरात से थोड़ा ही कम है। राष्ट्रीय औसत मात्र 8.49 फीसदी है।' उपमुख्यमंत्री ने इसे अपनी सरकार की उपलब्धि बताया। उनके अनुसार राजद-कांग्रेस के 15 वर्ष के शासनकाल में विकास कार्यो पर मात्र 25 हजार करोड़ खर्च किये गये, वहीं हमारी सरकार के सिर्फ चार वर्ष में 35 हजार 368 करोड़ रुपये खर्च हुए। अगर वर्तमान वित्तीय वर्ष के योजना आकार को इसमें शामिल किया जाये, तो खर्च की मात्रा 51 हजार 368 करोड़ पर पहुंचती है। उन्होंने कहा कि हमने विकास कार्यो को पूरी तत्परता व तीव्रता से संचालित किया है। यही वजह है कि बिहार मध्यप्रदेश, राजस्थान, उत्तरप्रदेश, उड़ीसा जैसे बीमारू राज्यों की श्रेणी से बाहर निकल आंध्रप्रदेश व महाराष्ट्र जैसे राज्यों को पीछे छोड़ चुका है। राजद शासनकाल में 2003-04 में जहां विकास दर ऋणात्मक था, वहीं 2004-05 से 2008-09 के बीच विकास दर का औसत 11.03 प्रतिशत रहा। मोदी ने राजद, कांग्रेस, लोजपा के नेताओं को सलाह दी है कि अगर उन्हें दिन के उजाले में भी बिहार में विकास नहीं दिखता है तो कम से कम केंद्रीय सांख्यिकी संगठन की रिपोर्ट को जरूर पढ़ लें। उनका दावा रहा-'फिर ये सभी जनता को गुमराह करना खुद छोड़ देंगे

Signs of renewal in Bihar

Bihar is often seen as India’s Somalia: a failed state run by a venal political elite, a civil society fractured by caste, a dysfunctional bureaucracy that does not police the streets or ensure that teachers attend school and an economic sinkhole bypassed by the economic boom that has transformed the country. Biharis have voted with their feet, and their mass migration has led to a backlash in cities as diverse as Mumbai, Guwahati and Ludhiana. Bihar is too big and strategically important to be allowed to wallow in backwardness. The new numbers published by the Central statistics office offer hope of renewal: They show that the state’s output from 2004-05 to 2008-09 grew at a double-digit annual rate, outperforming India as a whole. It is yet not clear what has propelled Bihar’s growth in these years, but one clear possibility is the change of government in the state: from Lalu Prasad to Nitish Kumar. No economy can grow when the rule of the law has collapsed and deep institutional decline raises the cost of economic activity, constant features on the Bihar landscape since at least the end of the 1980s. The larger lesson is that the politics of redistribution inevitably becomes a grab for resources unless robust economic growth keeps the cake growing. That is the tragic dividend of Mandalism. It is hard to believe that Bihar was rated India’s second best governed state after Independence by the Paul Appleby report. The late journalist and political thinker Arvind Das saw Bihar as a metaphor for India. He often pointed out that this is the state of Gautam Buddha and King Ashoka, of Rajendra Prasad and Jayaprakash Narayan. It’s now the state of anarchy. It is too soon to conclude that Bihar has healed and is ready to participate in the modern Indian economy as an equal partner rather than as a laggard that sucks public funds and sends millions of impoverished immigrants to other states. There is always the danger of reading too much into random bits of statistics; the same mistake was made with West Bengal a few years ago, which grew at around 1 percentage point faster than the national average for around 10 years but really does not offer enough economic opportunity to its residents compared with what states such as Gujarat, Tamil Nadu or Karnataka do. It is hard to believe that a mere change in the state government can uproot deep-rooted problems within five years. But there is definitely reason to believe that the Nitish Kumar government has done enough to undo some of the worst features of the Lalu Prasad years.Is Bihar on the path to recovery? Comment:
