Bihar rising- 100 more Volvo Buses cnnect state and neighbouring state

PATNA: Bihar State Road Transport Corporation (BSRTC) will introduce around 100 more Volvo buses to connect the state with other neighbouring states within a month.
The contract for operation and maintenance of these buses has been given to two private firms - Girish Infra Private Limited and Royal Cruiser - under public-private partnership (PPP). After the addition of these 100 new buses to the existing fleet of 206 buses running within the state as well as between Bihar and Jharkhand, BSRTC would have a total of 306 buses operational in the state and connecting Bihar with West Bengal, Uttar Pradesh, Chhattisgarh and Odhisa and Jharkhand.
For people visiting West Bengal, BSRTC has planned a 'gift' of 14 air-conditioned Volvo buses with reclining seats, water facility and music system by next month. Out of the 14 buses running between Bihar and West Bengal, Royal Cruiser has been entrusted with the responsibility of running two buses each on Patna-Kolkata, Gaya-Kolkata and Purnia-Kolkata routes under the PPP mode. The responsibility of running the remaining eight buses has been given to Girish Infra Private Limited, also in PPP mode. Two buses each would be running between Biharsharif-Kolkata, Aurangabad-Kolkata, Patna-Kolkata and Rajgir-Kolkata.
Girish Infra Private Limited has also been entrusted with the operation of new buses from Bihar to Jharkhand on eight routes: Patna-Tata, Patna-Ranchi, Patna-Daltonganj, Gaya-Ranchi, Gaya-Jamshedpur, Bhagalpur-Tata, Bhagalpur-Ranchi and Siwan-Tata.
It has also been decided to run buses between Bihar and Chhattisgarh on six routes: Patna-Ambikapur, Sasaram-Jashpur, Chhapra-Jashpur, Motihari-Jashpur, Muzaffarpur-Jashpur and Siwan-Jashpur.
Nine routes have been finalized for running buses between Bihar and Odisha. These are Patna-Rairangpur, Biharsharif-Baripada, Gaya-Puri, Patna-Balasore, Patna-Bhubaneswar, Patna-Rourkela, Sasaram-Rourkela, Dehri-Rourkela and Darbhanga-Rairangpur.
"The contract for running six more buses under PPP mode has been given to three individuals - Bharti Devi, Kunal Sharma and Rajesh Kumar, who would be operating two buses each on three routes: Patna-Ranchi, Patna-Siliguri and Patna-Ranchi," said a senior official of the transport department.

Department of Science and Technology grants 36 colleges of Bihar

PATNA: As many as 36 colleges of Bihar were on Wednesday selected for grants to be sanctioned by the Department of Science and Technology (DST), government of India, for boosting teaching and research activities in science subjects. The colleges would get Rs 50 lakh each. The universities of the state would get Rs 1.50 crore each for developing their science departments.
This was decided at a meeting of the officials of DST, state HRD, university and college officials, held here under the chairmanship of IIT, Delhi professor and former Hyderabad Central University vice-chancellor S E Hasnain. DST adviser A Mukhopadhyaya, S N Bose National Centre for Basic Science, Kolkata, professor B B Bhattacharya, University of Kashmir professor M Z Chisti, Centre for DNA Finger printing and Diagnostics, Hyderabad, professor Akash Ranjan, vice-chancellors of Patna and Veer Kuar Singh universities and principals of different colleges participated in the meeting. Education (higher) secretary S Shiv Kumar represented the state government.
Bihar is the third state after Jammu and Kashmir and the North-east to get special package from the DST for science teaching and research. As proposed, altogether 60 selected colleges of the state would get Rs 50 lakh each and each university would get Rs 1.5 crore for their science departments, according to DST officials. The state government is likely to sanction matching grants to the universities and colleges.
Patna Science College principal Arun Kumar Sinha, who coordinated the meeting hosted by PU, said all the four colleges of PU, namely Patna Science College, B N College, Magadh Mahila College and Patna Women's College, would get Rs 50 lakh each while PU would get a sum of Rs. 1.5 crore for its postgraduate science departments. All the four PU colleges seeking DST funds are NAAC-accredited and each science department of PU has got at least five core faculty members which are supposed to be mandatory for the institutions claiming DST funds.
The DST has also pleaded for centralized use of costly equipment by different departments.
Sinha further pointed out that the colleges to be selected for this grant must have at least four teachers in each science department, five faculty members in the college with PhD degree and having science departments of at least five years standing. The college would have to open separate account in the name of 'DST FIST' so that there be no diversion of funds.
Earlier, expressing his concern over the poor response of the state universities towards utilization of various research and development grants, Hasnain said that not a single research proposal was received from the state during the last two years even though the DST has earmarked a sum of Rs 88 crore for the purpose. "It is a shame on Patna and other universities of the state," he said.

Inaugurating a national seminar on "Recent trends in life sciences", organized by Patna University (PU) botany department at geology auditorium here on Wednesday, he said the recent advancements in biological science are proving boon for the human beings as well as the society. PU vice-chancellor Shambhu Nath Singh presided.

Hasnain pointed out the pancreas of diabetic people could now be activated by injecting insulin through remote control. The treatment of prostate cancer has also become easier now. He, however, cautioned against the misuse of recent scientific findings as it could spell disaster. Hybrid flu virus, which is much more dangerous than the normal human virus, can now be produced in laboratories and the same can also be used for killing millions of people, he said.

While biological research must be allowed without any hindrance, we must reassure our society that benefits of our research far outweigh the inherent risks and we, as responsible global citizens, are fully committed to making this world a healthier place to live, he added.

Madhusudan Choudhary of Sam Houston State University, USA, delivered R P Roy memorial lecture on "Evolution of multipartite genome structure in prokaryotes".

Prominent among those who addressed the seminar included Neel Sarovar Bhavesh of International Centre for Genetic Engineering and Biotechnology, New Delhi, PU pro-VC J P Singh, PU science faculty dean U K Sinha and botany department head S N Sharma.

 PATNA: The block development officers (BDOs) are being shown Shyam Benegal directed and Boman Irani starrer film 'Well Done Abba', during a five-day exhaustive training session which started on Monday. The officials, who are closely concerned with the execution of most of the development works and flagship schemes, are advised to seek some inspirations from the Bollywood's socio-political satire movie to improve their working.

All the 534 BDOs are being given training here at Bihar Institute of Public Administration and Rural Development (BIPARD) on various issues like MGNREGS, Indira Awas Yojna (IAY), watershed management, drinking water sanitation, socio-economic caste survey, role of panchayati raj institutions in development, National Rural Literacy Mission and stress management, to name a few. "The BDOs will be imparted training on decentralization initiatives and good practices in rural development related to flagship schemes," The training is being imparted in groups of 30 BDOs and there will be 18 five-day sessions of the training, which will continue till the first fortnight of 2013 at BIPARD at the outskirts of the state capital.

Mishra said all the BDOs will be extended back to back training at National Institute of Rural Development (NIRD) in Hyderabad. Other subjects that are part of the training are RTI, right to services, computerized issue of certificates, knowledge of software, coordination with different departments, public grievances redressal and public representative protocol.

The objective is to share good practices and case studies on planning, implementation and monitoring methods in rural development programmes through lecture-cum-interactive sessions, group and panel discussion and exposure visits to block and gram panchayats.

The core contents of the training will be about gram sansad of West Bengal, district planning in Karnataka, peoples' planning initiatives in Kerala and Samras gram panchayat in Gujarat. Apart from that, seven identified sectors, namely health, education, livelihood, nutrition, infrastructure, energy and civil rights, will also be part of the training.

The BDOs will be required to visit self-help groups, meet major stakeholders of MGNREGS and share the overarching intent of the state to support decentralized planning process in the districts.

Mishra said the BDOs come under the rural development department. Following a policy decision of the state government in 2010, several non-gazetted government employees were promoted to the rank of BDO due to the lack of the officials appointed through Bihar Public Service Commission.

The Bihar government Wednesday imposed a ban on the manufacture, sale and storage of gutka and paan masala in the state.
Officials in the chief minister's office said the health department had issued a notification to this effect.
Bihar has become the third state after Kerala and Madhya Pradesh to ban paan and gutka products.

IIT Admission Test in chang formet from next Year - Welcomed P.K.Sahi ,H.R development minister

PATNA :Human resources development minister Prashant Kumar Shahi on Tuesday welcomed the decision of the Union human resource development ministry to have a common entrance examination for 15 IITs and other centrally funded engineering colleges.
However, he said the final decision in this connection would be taken after a meeting of education ministers of all states slated on June 5 and 6.
On the other hand hundreds of IIT aspirants on Tuesday took out a rally in Patna under the leadership of Super-30 founder Annad Kumar to protest against the Centre's decision to change the format of IIT admission test from next year.

As reported earlier under the new format, instead of one examination for admission to the 15 IITs across the country, there will be two examinations––JEE-Main and JEE-Advanced. In the main exam, 50% weightage will be given to performance in the Class 12 boards, which will be used as a filtering process. A candidate's performance in the advanced examination will determine his/her admission to the IITs.
Besides, there will be no separate examination for admission to non-IIT engineering colleges from next year. Admission to the various National Institutes of Technology (NITs) and centrally funded engineering colleges across India will be based on the JEE-Main and JEE-Advanced examination.
Commenting on the decision Anand said if there can be one test for the more competitive AIIMS examination, which has fewer seats and more candidates, and IIMs, why can there be no single test for IITs? The process being adopted is more cumbersome and it will only add to pressure on students.
Talking to media persons he said the move to change the examination format from 2013 would cause confusion among the current batch of students. They have already completed their Class XI. If at all the new system is to be implemented, it should be effective from 2014, so that the students get enough time to adjust. After all, the changes are for students only.
Maintaining that there was still uncertainty about the mechanism of two-tier test, he said if the JEE-Main and JEE-Advanced examination are held the same day, it would be psychologically draining for the poor students.
Anand said the new system would make students more dependent on coaching, as they would have to prepare for three different tests–– JEE-Main, JEE-Advanced (which will also have aptitude test), and for scoring high marks in the Plus Two examinations. What is more, the students from rural areas, who don't have the advantage of quality schooling, would face disadvantage in qualifying for the JEE-Advanced examination for no fault of theirs, he added.

'Udaynacharya' (great scholar of Mithila) birh anniversary today

Udayana also known as 'Udaynacharya' (Udyanacharya, or "Master Udayana) lived in the 10th century, in Kariyan village in Mithila, near present day Darbhanga, Bihar state, India. Udayana was a very important Hindu logician who attempted to reconcile the views held by the two major schools of logic (Nyaya and Vaisheshika). This became the root of the Navya-Nyaya school of the 13th century, established by Gangesha Upadhyaya (“New Nyaya”) school of “right” reasoning, which is still recognized and followed in some regions of India.
Udayana wrote a sub-gloss on Vachaspati's work called the Nyaya-vaartika-taatparya-tiikaa-parishuddhi. He wrote several other works such as the Kusumanjali, Atma-tattva-viveka, Kiranaavali and Nyaya-parishishhta (also called Bodha siddhi or Bodha shuddhi).
UdayanAchArya (a "tArkika-n") and Kumarilabhatta (a "mImAmsaka-n"). To the "mImAmsakA-s" the Buddhist's summary rejection of Vedic ritualism was the proverbial red rag waved under the nose of a raging bull !Kumarilabhatta, it can be seen, has written copiously criticising the Buddhist's distaste for Vedic ritualism। He and UdayanAchArya were chiefly responsible for the failure of Buddhism to acquire a large following in the country(Scholars mention here the texts of "tarkapAdam" of Kumarilabhatta and the "bauddhadhikAram" by UdayanAchAryA).
Udayanaachazrya was a Hindu philosopher and Nyaya-vaartika scholar from Mithila (Now North Bihar). Little is known about his biography, but he is famous for many of his seminal theses on Nyaya-vaartik and debate on buddhism and Vedic rituals. His birthplace is a village Kariyan in the modern Samastipur district of Bihar.

 Philosophy :
 Two schools of thought for logical proof for the existence of God in Hindu philosophy, the old Nyaya system was concerned with the critical examination of the objects of knowledge by means of logical proof, while the earlier Vaiseshika system dealt with particulars—objects that can be thought of and named. Udayana assumed, with the Vaiseshika, that the world was formed by atoms, from which physical bodies also derived. But he was equally concerned with the mind and its right apprehension of objects in nature. His vigorous thinking was set forth in the Nyaya-Kusumanjali and the Bauddhadhikkara, the latter an attack on the atheistic thesis of Buddhism. Living in a period of lively controversy with the Buddhists, Udayana defended his belief in a personal God by resorting to the two natures of the world: cause and effect. The presence of the world is an effect that cannot be explained by the activity of atoms alone. A supreme being had to cause the effect and regulate the activity of the atoms; hence, according to Udayana, God exists. In a debate with Buddhists in India he was the final victor. After him no Buddhist philosopher undertook again a debate with Nyaya. Thus the nine-centuries long debate ended.

There was once a great scholar in Mithila named Udayan Acharya. He was a great pandit in Naya philosophy. He was able to defeat everyone and establish his own verdict. No one dared to argue with him. Even learned Buddhist and Jain philosophers avoided meeting with him out of fear. Once, Udayan Acharya developed a desire to study Jagannath philosophy. He found in the Skanda Purana a verse that read: (Purushottama Mahatmya 7.30). Whoever takes darshan of Daru-Brahma Jagannath will immediately be liberated. Although Udayan had faith in Lord Jagannath, still he could not believe this state¬ment. Yet he had a desire to examine the verse more thoroughly.

One time he traveled to Puri. He arrived at night and went to take rest, planning to go for darshan the following morning to see if he would get liberation like the verse said. Early the next morning, the head pujari came to the temple gate, but he could not open it. Others soon arrived, and all tried their best, but none could open the temple. No puja could be done, and there was no mangala-arati. A message was sent to the King, who came person¬ally and tried to open the doors. Still they would not open. Every¬one thought that a very sinful person had arrived in Puri whom the Lord did not want to see. For the entire day the doors remained shut. Finally everyone went home and took rest. During the night, Lord Jagannath appeared to the head pu¬jariin his sleep and told him, "As long as this non-believer Udayan Acharya is in Puri, My door will not open. I am only available to those who have faith in Me. Faithless people cannot reach Me."

The next morning Udayan Acharya performed puja to his salagram-sila. At that time the head pujari of the Jagannath temple, along with many others, arrived at Udayan Acharyas place. The pujari asked, "Are you Udayan Acharya from Mithila?" Udayan Acharya stood and replied, "Why, yes, I am." The pujari said to him, "You have no faith that one will attain liberation just by tak¬ing darshan of Lord Jagannath. That is why Lord Jagannath s tem¬ple did not open yesterday. As long as you remain here, His doors will not open." Udayan was surprised to hear this, and immedi¬ately understood his mistake. He said, "Due to one sinful person like me, so many people will be deprived of having darshan of Lord Jagannath. I must go myself to pray to the Lord for forgive¬ness. Let me see whether He listens to my prayer." Udayan Acharya went to the temple and, being very humble, he prayed to Lord Ja¬gannath. Immediately the door of Lord Jagannaths temple opened, and everyone took darshan of the Lord.

Patna University academic council approved new regulation for admitting students

PATNA: The academic council of Patna University (PU) on Tuesday approved the new regulations for admitting students to all its degree courses on the basis of a written test.
The academic council, at its meeting held under the chairmanship of vice-chancellor Shambhu Nath Singh, approved that each college would hold its own entrance test for selecting candidates for admission to the undergraduate courses. The revised regulations would have to be approved by the chancellor for their implementation.
The new regulations provide for an entrance test of 100 marks. The test will consist of objective type questions, each carrying one mark. While the candidates seeking admission to science courses would have to take general knowledge and aptitude test of 40 marks, along with the science subjects' test of 60 marks, those seeking admission to arts and commerce courses would have to take the general knowledge and aptitude test of 60 marks and subjects' test of 40 marks only. The test would be held on OMR sheets.
Patna Science College principal A K Sinha and B N College principal P K Poddar said the entrance test would be held on different dates in different colleges so that the aspirants may take the test in more than one college. But, the entrance test for all the courses in one college would be held on the same date. The entrance test would be held between July 2 and 7 for admission to Patna College, Patna Science College, Vanijya Mahavidyalaya, B N College, Magadh Mahila College and Patna Women's College.

 PATNA: Hundreds of underprivileged students aspiring to join IITs on Tuesday took out a rally in the city under the leadership of Super-30 founder and noted mathematician Anand Kumar to protest against the Centre's decision to change the format of IIT admission test from next year.
Under the new format, instead of one examination for admission to the 15 IITs across the country, there will be two examinations - JEE-Main and JEE-Advanced. In the main exam, 50% weightage will be given to performance in the Class 12 boards, which will be used as a filtering process. A candidate's performance in the advanced examination will determine his/her admission to the IITs.
Besides, there will be no separate examination for admission to non-IIT engineering colleges from next year. Admission to the various National Institutes of Technology (NITs) and centrally funded engineering colleges across India will be based on the JEE-Main and JEE-Advanced examination.
"If there can be one test for the more competitive AIIMS examination, which has fewer seats and more candidates, and IIMs, why can there be no single test for IITs? The process being adopted is more cumbersome and it will only add to pressure on students," Anand said.
He told media persons that the move to change the examination format from 2013 would cause confusion among the current batch of students. "They have already completed their Class XI. If at all the new system is to be implemented, it should be effective from 2014, so that the students get enough time to adjust. After all, the changes are for students only," he added while reacting to the Union HRD minister's decision.
Maintaining that there was still uncertainty about the mechanism of two-tier test, he said if the JEE-Main and JEE-Advanced examination are held the same day, it would be psychologically draining for the poor students. "More thought needs to be given to the proposed changes before implementing them," he added.
"The proposed reform to bring focus back to the schooling system by giving weightage to performance in Class XII Board examinations normalized on percentile basis would also be a serious challenge, as there is huge gulf between schools of the CBSE and ICSE boards and those under state boards. The formula to be adopted for percentile calculation is also not clear, as all state boards have different yardsticks," Kumar added.
Anand said the new system would make students more dependent on coaching, as they would have to prepare for three different tests - JEE-Main, JEE-Advanced (which will also have aptitude test), and for scoring high marks in the Plus Two examinations. "What is more, the students from rural areas, who don't have the advantage of quality schooling, will face disadvantage in qualifying for the JEE-Advanced examination for no fault of theirs," he said.

Kumar Abhishek of St. Michael's School, who has scored as high as 97.8% in aggregate, scored a perfect 100 in physics and chemistry. The topper of ICSE Class X examination says, "I wasn't a bookworm as such, though when my exams drew near I started devoting more time to studies." Designing electronic circuits is his passion and he has already qualified the prestigious IIT entrance examination. The Michaelite adds, "I have been a regular subscriber of science magazines for the last many years. But did his hobby, which won him an award in an exhibition organized in Patna last year, ever worried his mother, Anamika Kakkar? "I was happy to see him engrossed in designing circuits, but at times used to wonder if it would interfere with his studies. However, he has proved to be a perfect manager," says the mom.
Sharduli Raghvendra of Delhi Public School, too, did wonders in science stream, though she missed the topper spot by a whisker, securing 97.2%. She scored above 95 in all the subjects. "I didn't use to study for long hours. Apart from the examination days, it was just four hours a day. What mattered was studying smartly," Sharduli, a basketball player, said and credited her parents, family and teachers for her success.
Humanities' students too gave the Patnaites a reason to smile. Notre Dame Academy's Shraddha Chaudhary, who topped in Patna region, has already qualified for the prestigious Common Law Aptitude test with a good rank of 48 and is all set to join NLSIU, Bangalore. Daughter of a senior police officer, Krishna Chaudhary, Shraddha said, "I credit my parents, friends and teachers for my success." Scoring a perfect 100 in history and above 95 in all the subjects, Shraddha, who achieved 96.55% marks in aggregate, said, "When examination days neared, 10-12 hours study was the norm for me, but otherwise it was not more than four hours a day.
Her batchmate Shreya Rajlaxmi, who was the second topper in Patna region, is a bookworm. She got more than 95% marks in all the subjects. Like Shraddha, she too is interested in law, but is exploring the option of pursuing study in history or political science from any renowned college of Delhi University.
The commerce stream students also created a mark. Mansi Aggrawal of DPS, who achieved 95.2% and is gearing up for the Common Proficiency Test, said she would also explore the options of BCom and economics from a Delhi University college. Nidhi of Patna Central School, who achieved 92.8% marks, has similar career plans, though she plans to stay in Patna. "I shall pursue B Com from a prestigious college of the city. Simultaneously, I shall like to pursue Chartered Accountancy."

PATNA: The Bihar School Examination Board (BSEB) will be announcing the Matriculation Results 2012 on May 29. The exams were conducted between March and April 2012.

The Board is established for holding and conducting an examination at the end of the Secondary School stage. Every year, BSEB conducts Annual Secondary School Examination during February/March and Supplementary School Examination during August/September on the basis of course/syllabus as prescribed by the state Government.

 The pass percentage was 71%, with girls outnumbering the boys in the list of top 10. Education minister P K Shahi announced the results at a function.

Babita Devi of Dhanushdhari Sarvodaya High School, Bihta, stood first in the examination while the second and third positions were also wrested by girls. Preeti Soni and Radha Kumari Verma of the N C S Girls High School, Ara, stood second and third respectively. Robin Kumar of Raj High school, Bettiah, and Alok Kumar of Gandhi Inter School, Nawada, were joint fourth in the list of top 10. As many as 18 girls and boys figured in top 10, of whom 11 are girls and seven are boys.
However, the percentage of girls failing in the examination was 32.31% compared to 25.53% for boys.
The examinees securing first division were 17.59%, second division 37.06% and third division 16.36%. Shahi said the improvement recorded in examination results this year was due to changing environment in the field of education.
The percentage of students securing first division rose to 17.59% this year as against 15.56% last year, while 71.03% examinees passed the examination as against 67.21% last year.

Hindustan launches Hindustan Yuva from Patna

Hindustan Media Ventures Ltd (HMVL) launched a newspaper targeted at the youth from Patna yesterday (May 24), titled Hindustan Yuva. The new offering has been launched from the state capital only as of now.
HMVL, the publishers of Hindustan newspaper, had come up with a supplement by the same name a while ago. It was a four-page daily supplement distributed along with the Patna edition and carried a mix of education, youth and glamour-related news. However, the supplement was later merged with the main daily. The content mix of the new Hindustan Yuva will also remain the same.

The 12-page new offering has been launched with a cover price of Re 1 in Patna and is targeted at the school and college going youngsters.
The daily newspaper will carry a mix of local news, with a special emphasis on the how the news is worded; there will be no usage of 'big and heavy' Hindi words. Anshul Ajit, senior brand manager, Bihar and Jharkhand, HMVL says that the daily will use colloquial Hindi.
Hindustan came up with the new offering after a research which revealed that the target group (aged 16-21 years) is not so much into reading newspapers. The broadsheet will have sections like 'Two minute news' on each page, which will carry news snippets of the day, content from Jaano English (HMVL's supplement carried out in association with BBC Hindi), and news related to career choices, campus, city, national and international news.
The paper will also have a Just Relax section, which will be a mix of pictures, tweets from celebrities, TV listing, Sudoku and others. On a cyclical basis, there will be pages dedicated to automobiles, technology, social networking and entertainment. There will be special sections that will have interesting tweets along with news on social networking and gadget reviews. Also, there will be vibrant pictures and special navigation panels in the daily.
The launch in Patna is supported by print, radio spots and outdoor innovations to establish connect with the youth.

Bihar's Satyam role model for others : 85% marks in class 12

PATNA: After cracking the highly competitive Indian Institute of Technology-Joint Entrance Examination (IIT-JEE), Satyam Kumar, the 12-and-half-year-old boy from Bihar has now passed Class 12 with 85 percent marks.

Satyam has become the youngest in the country to clear the Class 12 Central Board of Secondary Education (CBSE) examination, family sources Tuesday claimed.

Satyam, a resident of Bakhorapur village in Bhojpur district, cleared IIT-JEE from the Mumbai zone with an all-India rank of 8,137. He has been the youngest yet to crack what is considered to be the toughest qualifying exam in the country.

Satyam is currently studying in Rajasthan's Kota town, well-known for its IIT-JEE coaching centres. He stays with his younger brother and uncle. Satyam had also done his Class 10 from Modern School in Kota.
"We are happy and celebrating his rare success. After all, it is a matter of pride for the family, village and the state," Satyam's uncle Rampukar Singh told IANS over telephone.

Singh said, "CBSE officials informed us that Satyam is the youngest to clear Class 12. The entire village is upbeat because he has become a role model for others."

The village celebrated his success by bursting firecrackers and consuming sweets when he cracked IIT-JEE May 18.


Satyam is busy preparing for next year's IIT-JEE. After cracking IIT-JEE this year, he made it clear that he would not join IIT because of his poor rank. He will attempt next year for a better rank. Kumar's father, Sidhnath Singh, a farmer, is proud of him.

He said his son was intelligent since early childhood.

BSEB on the verge of Maharashtra's electricity companies improve its functioning

PATNA: Bihar State Electricity Board (BSEB) is likely to adopt some of the good practices of Maharashtra's electricity companies in Bihar to improve its functioning. A high-level BSEB team had last week gone to Maharashtra under the leadership of its member (finance and revenue), Vinayak Prasad Gupta, to study the various systems of the electricity companies there.
After the team's return, Gupta said on Sunday that a strategy would be chalked out to improve the system here on the pattern of Maharashtra. "We had a great experience in Maharashtra while visiting its various centres related to data, audit, manpower management, IT and franchisee system", Gupta told TOI.
The team included S K P Singh, general manager, Patna Electric Supply Undertaking (Pesu), P K Singh, director metering, Arbind Kumar, director revenue, Sumit Kumar, director security and Rakesh Kumar, executive engineer in charge, interstate operations.
During its three-day stay, the team also evaluated the mechanism to reduce transmission and distribution (T&D) losses. Maharashtra's T&D loss is around 17%, while in Bihar the figure is currently estimated at nearly 40%. The gap is huge but it can be reduced through effective management, said an official.
"I have made a power point presentation on the basis of our visit which will be shared with top power board officials and the energy minister. Certain guidelines would be made for field officers to improve the billing and collection efficiency," Gupta said.
In Maharashtra, regions with high revenue collection get quality power supply. "We are contemplating to introduce this system in Bihar also," said a team member.
The IT set-up of BSEB would be further strengthened to yield more accurate results. The performance monitoring of field officers, power purchase management, strategy, competitive bidding, human resource management, training of officers & staff etc would be made through IT-driven technology.
The BSEB has already taken initiatives for appointment of franchisees in order to improve its efficiency. The aim is to provide quality power to all urban and rural consumers and to meet the power demand for agricultural purposes.

PATNA: Strongly pleading for a Padma award to Aamir Khan, state health minister Ashwini Kumar Choubey on Monday said the state government was actively considering making the Bollywood actor the brand ambassador for the state government's campaign against female foeticide, to be launched in the state from May 30.
Inspired by Aamir's debut venture on television 'Satyameva Jayate', Choubey said people like Aamir should be given the highest award for raising socially-relevant issues in such a strong manner. "We have made Bhojpuri singer Manoj Tiwary and cancer specialist Dr J K Singh the brand ambassador for our cancer awareness programme," he said.
According to the minister, there are altogether 1,145 registered ultrasound centres in Bihar of which around 60% are located in Patna. A fresh survey would be conducted across the state to find out how many new such centres have opened. "We will convene a meeting of Indian Medical Association officials in June to formulate a fresh strategy to check female foeticide," he said.
The health minister also announced deputation of a liaison officer in Mumbai to assist patients coming from Bihar to Mumbai for cancer treatment. The decision follows Choubey's recent visit to Mumbai where he saw the miserable condition of Bihari patients in Mumbai's cancer hospitals. Among 80% of the patients in cancer wards there are from Bihar and most of them do not know what help they can get from their native state, Choubey said and added he would talk to the chief minister in this regard. Help for the purpose will also be taken from NGOs and Biharis living outside the state, the minister said.

He said the 'Bitiya Bachao', or save daughter, campaign would be launched from Sultanganj (Bhagalpur) on May 30 by taking oath on the bank of Ganga to prevent female foeticide. He expressed concern over the declining sex ratio in the state. According to 2011 census, the male:female ratio was 1000:916 as against 1000:919 in 2001.
"I admit the Pre-Natal Diagnostic Test Act has not been implemented properly in the state," Choubey said. Action has been taken in only three cases so far. Among these three cases, the two hospitals which were closed down for violating the law, resumed functioning, he said. "Action will be taken against the Patna civil surgeon in this regard," he said and added a committee would be constituted under the chairmanship of health secretary which will inquire into the charges against the civil surgeon and the private hospitals concerned. The committee will submit its report within one week, the minister said.
According to the minister, two new bodies have been constituted to check female foeticide in the state. One is the state supervisory body chaired by the health minister himself and the other the state advisory body. He said the services of CID and other agencies would also be taken to check female foeticide in the state.

PATNA: Girls outshone boys in the Central Board of Secondary Education (CBSE) Plus-2 examination not only in India but also in the board's Patna region that comprises Bihar and Jharkhand. The overall pass percentage of the region is 71%. While 80.50% girls succeeded in the region, 66.30% boys managed to clear the exam.
CBSE Patna regional officer U S Sorte said 43,268 students passed out of 60,935 students who appeared at the examination this year. He said 8,754 students would appear at the compartmental exam to be held on July 16.
In the science stream, Kumar Abhishek of St. Michael's High School secured 97.8% marks. He scored a perfect 100 in physics and chemistry. Abhishek, who has already been selected for the Indian Institute of Technology (IIT), said, "I want to pursue research in electronic circuits. I have already designed many and won the 1st prize at an exhibition organized in the city last year."
Shreyansh and Affham of the same school also came out with flying colours, securing 96.8% marks.

Aditya Shiv of Loyola High School got 95.4% while his classmate, Abbhigyan Shaswat, got 94.8%. Sujoy Chaubey of Ishaan International Public School scored 94.2% marks. St Karen's High School's Surbhi and Kishore Kunal got 93.4% and 91%, respectively. Patna Central School's Rohit Ranjan secured 93.20% while his batchmate, Priyanka Sinha had 93%. ST. Dominic Savio's High School students also did well. Surbhi Pramanik got 91.4 % marks in biology stream while Pallav got 91.2% in science stream.
In commerce stream, Pooja Jha of DAV, BSEB, came out with flying colours with 96.4%. Mansi Aggrawal of DPS School got 95.2% while her batchmate, Vaishnavi got 95%. Kumari Anshika was the third highest scorer in the steam in her school with 94.8%. They were followed by St. Michael's Priyanka Goyal who got 94.8%. Her batchmate, Surbhi achieved 92.4%. NDA's Aiman Ghashli's hard work got her 95.0% while her classmate Harshita Bidasariya got 93.8%. Patna Central School's Nidhi was commerce stream topper in the school with 92.8 % marks while Shobhraj Kumar of Loyola got 91.80% in the same stream. Shrinkhala of St. Karen's achieved 89.2% marks followed by Floyd S Peter with 88.2% marks.
Girls also scored high percentage in humanities, too. NDA's Shraddha Chaudhary achieved 96.5% while Utkarsh Aishwaryam of St. Dominic Savio's High School got 92.6%.
The Patna-based schools had overall good results. DAV, BSEB, scored 100% result. No NDA student failed. The success rate of St Michael's was 99.75%, St. Karens 99.68%, Ishan International Public School 97%, St Dominic Savio's 92%, B D Public School 92%, and Baldwin Academy 90%. The success rate of DPS was 85.19% and while it was 74% for Shivam International School.

PATNA: With the traffic flow increasing manifold under Danapur division of the East Central Railway (ECR), railways is preparing a master plan to make Danapur station a central station of the division with facilities of international standard. Under the proposed plan, railways intends to spend Rs 2,000 crore on the project.
According to divisional railway manager (DRM), Danapur, L M Jha, Patna Junction is heavily congested and there is no space to develop it further. Railways would thus propose to develop Danapur station as the central station of the division. "There is enough space at Danapur station which could be utilized for developing it as an ideal station. The ECR would submit the proposal to the Railway Board for its all-round development," he said.

Jha said the division has crossed the saturation point on the mainline section between Jhajha and Mughalsarai by about 160%.

The condition of other sections, including Patna-Gaya and Bakhtiarpur-Rajgir, is no better. About 316 passenger trains pass through the division daily. While there is no third line for running commuter trains separately under the division, railways is finding it difficult to cope with the increasing traffic rush, he said. "Patna Junction is, no doubt, a hub of passengers. Around 1.5 lakh passengers reach here daily. It has a daily revenue yield of Rs 45 lakh. Altogether 26 passenger trains originate from Patna Junction alone. However, it has not enough space for its further expansion. Since railways makes a planning for 100 years ahead from now, Danapur station would be the most ideal place for turning it into a central Patna station on par with Mumbai Central station," Jha said.

Under the proposed plan, railways would construct a separate building to house the present passenger reservation system (PRS), waiting halls, refreshment halls, booking offices, parcel office, new platforms and other amenities required for a central station. The circulating area of the station is also being developed.

State labour resources development (LRD) department minister Janardan Singh Sigriwal, who would be a part of the four-member Indian delegation, led by Union labour and employment minister Mallikarjun Khadge, to ILC, said here on Saturday the ILO has allotted the first five days of the ILC to discuss the problems related to labour and youth unemployment in India, and also to take account of the concrete and corrective steps taken by the governments, both Union and state, on these fronts.
Sigriwal said the labour ministers of Andhra Pradesh and Haryana would also accompany Khadge to Geneva. According to him, it is for the first time since 1984 that a Bihar representative would be part of an Indian delegation to the ILC. A detailed discussion on the situations prevailing in the member countries would help ILO adopt a plan of action and also determine the priority areas for 2012-16, Sigriwal said. He would leave Patna for Geneva via Delhi on May 28 and return on June 10.
As per the agenda of ILC, Sigriwal, in his deliberation, would present the Bihar scene, touching on the three aspects of social security and welfare schemes for workers in the unorganized sector, youth unemployment and mitigating measures, and rights at work.
"The Nitish government has taken several steps in the last six years to address the myriad problems facing the state's workers," Sigriwal said, adding, "We, in fact, have taken concrete steps with regard to all the three parameters defined by the ILO for the 101st ILC."
With regard to the social security measures, he referred to the launch of a new scheme of 'Bihar Centenary Unorganised Workers and Craftsmen Social Security Scheme (2011)' that gives compensation of Rs 30,000 to the next kin of unorganized workers in case of natural death, Rs 1 lakh for accidental death, Rs 75,000 in case of permanent disability, Rs 37,500 for permanent partial disability, Rs 5,000 for treatment during injury and Rs 30,000 for treatment of chronic diseases. That apart, a maximum of two children from the family of unorganized worker get monthly scholarship of Rs 100 each.
Sigriwal said workers engaged in construction sector are given a one-time grant of Rs 15,000 for repair of their houses, or for purchasing their equipment, while 'bidi' workers are also given grant for constructing their houses. Migrant workers are also paid money for permanent disability and permanent partial disability, and a health insurance scheme for the unorganized workers is also being implemented. "Rights of industrial and other workers are being protected under various Acts in Bihar," Sigriwal said.
As to addressing the problems of unemployed youths, Sigriwal said refurbished employment exchanges, along with fully computerized Career Information Centres, have been addressing to their needs, either through vocational guidelines or employment-cum-vocational fairs. Around 66,000 unemployed got recruited during 2010-11 and around 56,000 during 2011-12, he said.

PATNA: Bihar government plans to cover 1.25 crore households in all the 38 districts under the Bihar Rural Livelihood Project, Jeevika, in the next ten years.

The World Bank-aided programme is a community-driven rural development project for the uplift of rural poor. At present, 5.8 lakh rural households in the state are covered under the programme.

The government also plans to extend the project from five districts to all the 38 districts and increase the number of self help groups (SHGs) from 51,500 to 10 lakh in the next ten years, said Debraj, the project director of Jeevika.

Talking to the TOI, he said the bank linkage to the rural households and the SHGs would be increased from Rs 120 crore to Rs 12,000 crore in the next ten years.

CM Nitish Kumar was so impressed by the success of the project that he had announced at a national workshop on women empowerment here a couple of months back to extend Jeevika to all the districts for the benefit of the rural poor in order to bring a positive change in rural economy of Bihar. World Bank consultant, Vinay Kumar, also commended the Jeevika success in Bihar at the Rural Economic Development Summit organized here on May 24 by the Indian Chamber of Commerce (ICC). He said Bihar was leading the way under the National Rural Livelihood Mission (NRLM) by creating integrated development structure, including institutional platforms, for the poor by making them access to banks for getting finance for their enterprises. Debraj said Jeevika was a success in the socioeconomic empowerment programme for the rural poor through self-managed community-driven institutions. The project was not only providing food security to the rural poor but also ensuring their social, financial and economic inclusion in the mainstream of the society, he said.

The Jeevika project director said the NRLM is a livelihood mission to cover the maximum number of rural poor below poverty line (BPL) and above poverty line (APL) through their self-managed community institutions. Building community cadre at different levels is the essence of this mission, he said. It works under a community development model to build up a social capital and economically vibrant rural population, he said. Community learning is important for the success of the project, he said.

Debraj said the Jeevika project helped in breaking the vicious cycle of moneylenders in rural Bihar by playing the role of a catalyst in the economic growth of the rural people at micro-level. Community-level small enterprises have raised the economic status of the rural people, he said.

He also said the President of India has asked for a Jeevika presentation at the Rashtrapati Bhavan.
