Cast,Residential and income--within just two working days throughout Bihar by petitioning under 'Tatkal Service' to begin from January 15.

 The end of current 'Kharmas' (inauspicious month) will bring new facilities for youths applying for government jobs. From coming January 15, they can procure three important certificates-- caste, residential and income-- within just two working days throughout Bihar by petitioning under 'Tatkal Service' to his/ her concerned circle officer (CO) under the Right to Public Service (RTPS) Act.

According to an order issued by general administration department (GAD) here on Friday, the proposed Tatkal service would come into operation from January 15, 2014, just a day after end of the inauspicious Kharmas. Surprisingly, this Tatkal Service will be completely free.

These certificates are of great importance for youths, especially those belonging to reservation categories, because they have to submit them either while applying for job or at the time of interview or joining into services.

Principal Secretary, GAD, Dharmendra Singh Gangwar, in a three-page letter sent to all district magistrates on Friday, asked the district officials to complete all necessary preparations in advance to ensure hassle-free launch of Tatkal service on coming January 15 in all circle offices throughout the state.

"District level nodal officers and IT managers were given training about the new provisions related to Tatkal service and the changes being made in 'Adhikar' software, during the state-level meeting held on December 24. They have also been provided copies of PowerPoint presentations prepared by the Bihar Prashasnik Sudhar Mission for providing training to block level officers in the district. Kindly organise training for related officers/ employees and IT managers in your district as early as possible to ensure smooth launch of Tatkal service," Gangwar wrote to all DMs.

He has also asked the DMs to ensure that all necessary information/ check-list pertaining to Tatkal service are properly displayed at the notice board at each circle and block office in the state.

As per Gangwar's letter, the circle officer of concerned circle will be notified as 'Lok Sewak' under the provisions of RTPS Act to provide the three certificates under the Tatkal service. "The arrangement of issuing caste, residential and income certificates in normal course will continue to run parallel as usual. Similarly, the provision of appeal will also continue as usual," the GAD principal secretary's letter said.

Under the RTPS Act, introduced on August 15, 2011 in Bihar, people are entitled to certain services within a stipulated time frame at government offices. There is a provision under the Act for punitive action against officials who fail to deliver the required services within the stipulated period. From January 15, the circle officers can be fined or punished if he/she fails to deliver caste, residential and income certificates within two working days under the Tatkal service.
