Now  Patna Medical College and Hospital (PMCH) Equipped with CT scan machine PPP model on 12 june by health minister Ashwini Kumar Choubey. The machine has been installed 
 The state government is keen to encourage Public-Private-Partnership (PPP) model in the healthcare delivery system,

 
 Health minister Choubey said  thanked the hospital authorities for resuming the CT scan facility. it will ensure availability of affordable, timely and advanced diagnostic facilities in the hospitals.He asked the authorities concerned and the doctors to maintain good behaviour with the patients who come to avail the facility. 


PPP Model is being geared to cater to the needs of the patients belonging to all economic strata.  There will be provision for free treatment of poor patients.
PPP involves a contract between a public sector authority and a private party, in which the private party provides a public service or project and assumes substantial financial, technical and operational risk in the project. In some types of PPP, the cost of using the service is borne exclusively by the users of the service and not by the taxpayer. In other types (notably the private finance initiative), capital investment is made by the private sector on the strength of a contract with government to provide agreed services and the cost of providing the service is borne wholly or in part by the government. Government contributions to a PPP may also be in kind (notably the transfer of existing assets). In projects that are aimed at creating public goods like in the infrastructure sector, the government may provide a capital subsidy in the form of a one-time grant, so as to make it more attractive to the private investors. In some other cases, the government may support the project by providing revenue subsidies, including tax breaks or by providing guaranteed annual revenues for a fixed period.


The minister hoped that with the installation of the machine, patients would be benefited and it would also be advantageous for the medical students . 


 PPP model in Healthcare can be successful in India and it is important for improving the current healthcare scenario. We need to understand that all the stakeholder’s have divergent views on the strategic intent of the PPP model. While private players are driven mainly by profit motive, govt. aim is to provide healthcare for “common man”. Public private partnership model is workable in the health sector provided the project objectives and risks associated are established clearly by both. Developing performance measurement metrics coupled with growth and expansion strategy, establishing clear and frequent communication with stakeholders to ensure transparency would be other critical factors for success. The PPP should essentially focus on ensuring that it is not loss making.
Private partners can widen the whole aspect of healthcare in the nation by not only widening the coverage of foreign assistance programs but also help in achieving government`s developmental goals along with the formulation of sound and viable projects across the disease states.
