PATNA: Candidates desirous of seeking admission in a three-year degree course have to apply separately to all the colleges as the university is yet to evolve a centralized admission scheme.
Even though Patna University has introduced entrance test for admission to the undergraduate courses in arts, science and commerce streams this year, a candidate would have to apply separately to each college and take the entrance test. For instance, a student seeking admission to the BA Honours course would have to apply separately to Patna College, B N College, Magadh Mahila College and Patna Women's College and take the entrance test at all the centres. This exercise would not only cause unwarranted harassment to the candidate but also increase financial burden on her guardian. She will have to cough up at least Rs 1,200 for taking the test at all the four centres. And, still, she is not sure of getting a berth in any of these colleges.
Initially, PU vice-chancellor announced that there would be a common admission test for all the colleges. But the proposal was not okayed by the principals of different colleges for reasons best known to them. Perhaps, the colleges would not have pocketed the income generated from the sale of forms had there been a system of centralized admission, said a guardian.
Even as the regulations for admitting students in PU colleges on the basis of entrance test, and not the marks obtained in Intermediate (Plus-II) examination, have been approved by PU's academic council and syndicate and sent to the chancellor for his final approval, the university has not yet sought permission from the state government for the same. Legal experts say the university has to seek permission from the state government for holding entrance test as per provisions of the university's Act.
Clause 58 (3) of the Patna University Act, 1976, as amended up to date, clearly mentions, "The state government may, by notification, direct the university to prescribe entrance examination for admission into the graduate courses in the colleges specified ... and to commence such entrance examination annually from the academic session notified by the state government ...." However, the state government has not issued any such notification for holding the entrance test for admission in PU colleges so far, said an official of the higher education department.
