[madad-bihar-2008] Re: Bihar flood relief money: transparency

Dear Balaji,
This declaration is not to gauge the impact of the work. i think that
is more complicated then saying xxx number of person provided food at
yyy cost. For example providing medical relief with RMPs would cost
less than providing the same with doctors but who will judge the
quality because in relief there is hardly any follow up. Also
medicince cost would depend upon the kind of illness prevalent in the
area. I think looking at the numbers the way you have suggested might
also be misleading. Then there are bigger issues of how the whole work
was done? Did the work corrupt the system, people even more ? Did the
work sensitized the people or desensitize the people ?

The impact should come out of the detail reports which can have
numbers that you have mentioned. As you know reports are already being
put up on the website for dissemination.

If you think people will misinterpret the situation based on account
heads then my fear is that they may already have many unaddressed
doubts in their mind. May be giving this accounts would give those
doubts open space and we would be able to give satisfactory answers or
atleast initiate a open discussion.

But we should have no problems if numbers are mentioned alongside. In
summary sheet one could add a column for number of
people/failies/camps touched. Or we can add a note saying "where
possible please mention number of people you were able to reach out"
