[madad-bihar-2008] Why only new fundraising & how/waht for new fundraisinig

Why only new fundraising? Why not common pool or the previous balance from R&R before the latest Bihar flood fundraise? Aren't we committed to stepping up of our $s, projects, volunteers, saathis, JSs in one of the most wretched regions of India?
 
What better opportunity than organically transitioning from disaster relief to rehab to development/advocacy? Why not have madad bihar facilitate this with chapters, EB? Of course, for this to happen projects need to come up in the first place but how, unless we actively seek them beyond our conventional channels? Or request our time-tested channels to help us branch out and assure that some funding will be arranged instead of making it contingent on new $s raised? Besides, what makes us think that 4 months after the waters have receded, we'll succeed in raising substantially more unless we know why? Of course there will be need for ongoing relief/rehab for tens of more thousands of $s, but what do we want to do? Keep doing more of it & succeed in asking for more money in the name of it?
 
Why sit on some reserves when opportunities present? For instance, whoever visiting next to Bihar from AID_India or US going to resume the thought about the Water - River- Agriculture advocacy? I'd seen some postings back from previous flood relief almost 3 years ago, where Kamayani/Priya had posted one such group?
 
OK IF we are not realligning our priorities but why not refocus the 'new projects' in for instance, Bihar, Orissa where different calamities recently?
