Introduction
The seed is undoubtadely the basic, cheapest, crucial, critical and the most vital single input that that plays a key-role in boosting agricultural productivity. The role of seed sector is not only to ensure the timely supply of adequate quantity of quality seeds to farmers but also to achieve variatal diversity to suit various agro-climatic zones. Availability of viable and vigorous seeds of genetic purity at planting time is very important for achieving target of agriculture production because they act as a catalyst for realising the potential of other inputs, such as fertilizers, pesticides herbicides, irrigation and overall crop management. Keeping the other inputs of production constant the quality seeds or the certified seeds alone can increse the production to the extent of above 30% . The use of quality seed is essentially to be done on the basis of required seed replacement rate.
It was the result of introducing high yielding varieties of seeds and by bringing more areas under improved seeds Cultivation, the first Green Revolution was engineered in the country and the importance of the same will increase in years to come. The National Production scenario being given only seed revolution and imposed SRR.
The net geographical area of the state is 93.60 lakh hectares out of which the net sown area of the State is 56.38 lakh hectares. Area sown more than once is 23.88 lakh hectares. Crop intensity is 1.42 and average rain fall of the State is 1271.90mm.
Bihar is predominantly an agricultural based State. The development of Bihar is mainly dependent on agriculture and thus seed is major component in agricultural development. More than 75% population of Bihar depends on agriculture for livelihood. The State is undoubted rich with diverse agroclimatic and soil condition but the State is having predominantly the gangatic alluvial soils which is best suited for most of the crops. The soil of the State is very fertile and there is great potentially for increasing production and productivity of the major crops, such as Rice, Wheat, Maize, Pulses and oil seeds. If the high quality, high yielding and hybrid seeds are made available to the farmers in sufficient quantity, the production and productivity of the State will ultimately increase.
The seed replacement rate has to be increased as per the desire of Govt. of India. At present average seed replacement rate in the country is 15-20%. Generally the seed replacement rate of 25 % is considered appropriate for self pollinated crops and 33% for cross pollinated crops. On this basis the requirement of seeds should be calculated for the State. Presently
In order to bring about complete self sufficiency and self reliance to meet the full active demand of quality seeds of high yielding varieties to be farmer of the State at reasonable price, the BRBN Ltd a public Limited Company was incorporated on July,18 1978 under the Second National Seed Project established under the Companies Act 1956 by the G.O.I. the financial assistance of World Bank.
The BRBN Ltd. supplies foundation seeds to its share holder farmer and procure raw seed from them. Nigam performs all responsibilities related to certification of seeds. In the process of certification, experts from Nigam and Seed Certification Agency conduct joint field inspection and train the seed growers about the good practices of quality seed production. The seed growers are also advised on the typical issues of rouging, crop harvesting and storage of seeds etc. The seeds which confirm to the standard fixed by the GOI is procured by the Nigam from the produces at a rate higher than the prevailing market price as well as also higher than the support price announced by the G.O.I. Then after due processing, certification and bagging the seed is sold through the authorised seed distributors/dealers Nigam’s sales centre.
To provide quality seeds is our basic mission and to that end the Nigam has been able to reach out to all the Districts through its dealer network heralding of a new agricultural boom in the State. The role of quality seed and its timely delivery cannot be over emphasized. The BRBN remains the principal agency to provide the technological push for kick starting the green revolution in the State.
From a lowly coverage of just over a 100 quintals today the BRBN is clocking 49,000 quintals in just two years after its revival. With strong support from the Government the BRBN today is set to reach new heights.
