At least 85 of such individuals -- with degrees from prestigious
institutions such as London School of Economics (LSE), Tata Institute of
Social Sciences (TISS) and the Indian Institute of Technology -- have
spurned lucrative offers from multi-nationals to work in the dusty
villages of Bihar.
The reason: the Nitish Kumar government has offered them a challenge they could not refuse. They have been entrusted with the task of developing innovative business models for poor households to change the face of Bihar's countryside in the next few years.
The government has so far recruited 19 pass-outs from the Institute of Rural Management (Anand), 15 from Tata Institute of Social Sciences (Mumbai), 12 from Xavier Institute of Social Sciences (Ranchi), 10 from KIIT School of Rural Management (Bhubaneshwar), nine from Indian Institute of Forest Management (Bhopal), 8 from Chandragupta Institute of Management (Patna), seven from Indian Institute of Rural Management (Jaipur), three from Xavier Institute of Management (Bhubaneshwar), and one each from London School of Economics and the Indian Institute of Technology (Roorkee).
The state government has hired them on a salary package ranging from Rs.25,000 to Rs.60,000 per month to implement rural projects under the National Rural Livelihood Mission (NRLM), which aims to ameliorate the economic condition of the poor families through creation of sustainable livelihood opportunities in the state in different phases. The ambitious project entails an expenditure of approximately Rs.9,200 crore, which will be shared by the Centre and the state on 75:25 basis over the next ten years.
The young professionals -- all under the age of 30, with maximum experience of three years -- have been hired through campus selection as well as online application system on a three-year contract. They will be absorbed in regular government agencies at the end of the contract if their performance is found satisfactory.
Among the candidates selected for the job are Ramola Nadkarni (London School of Economics), Khusbu Sahu (IIT, Roorkee), Suruchi (XISS, Ranchi), Vijeyta Singh (TISS, Mumbai), Govind Kumar Rai (IRMA), Shashi Kumar Yadav (IIFM), Sudhir Kumar Yadav (KISM) and Sunny Raj (IIRM).
The first batch of 57 professionals was formally inducted by the State Rural Livelihood Mission, an autonomous society under the department of finance, that will oversee the rural empowerment project. The professionals will undergo a training programme in the next three months before they spread out in 55 different blocks to work on specific projects in the first phase.
After their training programme, these professionals will help implement the projects through formation of self-help groups, skills development of their members, etc. in different villages.
At the induction programme on Wednesday, deputy chief minister Sushil Kumar Modi exhorted the professionals not to quit their jobs before three years. "Earning money should not be the sole criteria for you," he told them. "Job satisfaction also matters."
Modi said that the professionals were getting an opportunity to work in Bihar at a time when the state was witnessing a rapid change. He said that the experience of working in Bihar would help the young professionals get jobs quickly elsewhere in future.
The deputy CM added that his government was targeting the start 10 lakh self-help groups in the state with the help of the professionals to uplift the economic condition of the 1.25 lakh families living below poverty line.
Rural development minister Nitish Mishra said that the young professionals would help alleviate poverty in the villages in a streamlined manner. He stated that the government was creating a pool of dynamic young professionals, who had the drive and the commitment to work for the welfare of the poor.
